Job Purpose:

The Hydro Safety Officer is responsible for managing the department’s annual action plan, including all technical requirements for improving the hydro safety of Nan Theun 2 facilities, hydro safety audit findings and Dam Safety Certifications, and coordinating with internal and external stakeholders to ensure that company’s hydro safety practices are in accordance with international standards and are completely compliant with Nam Theun 2 and local legislation.

Key Responsibilities:

  • Create and implement Hydro Safety Awareness Initiatives for the internal and external stakeholders to increase hydro safety culture awareness.
  • Oversee the hydro safety awareness program’s evaluation, improvement, and feedback.
  • Collaborate with community and local authorities to make sure that the wet season is prepared.
  • Manage NT2 facility intrusions, including saddle dams, downstream channels, and regulating ponds.
  • Follow up with Archer on reported Hydro Safety incidents and propose action plans to mitigate or eliminate potential risks in the future.
  • Participate in Root Cause Failure Analysis for recurring hydro safety events that can harm human beings, the environment, or facilities.
  • Participate in executing the Dam Safety Emergency Action Plan. Collect data to generate lessons learned that will assist the organization in its drive to continually improve.
  • Facilitate and enforce compliance with the Lao Dam Safety Law.
  • Assist with technical parts of the Hydro Safety Monitoring Program, Audits, and Dam Safety Certification Compliance.
  • Assist in designing, implementing, and ensuring compliance with the Department’s Annual Action Plan.
  • Support with land management under new transmission line regulation.

Competency Requirements:

  • Bachelor’s degree in civil engineering, environment science, community development or related field.
  • Knowledge of Dam Safety Law and compliance requirements.
  • Familiarity with emergency action plans and response protocols.
  • Minimum of 3 years of experience in developing and implementing safety awareness initiatives or programs.
  • Experience in project management, community engagement, and stakeholder communication.
  • Ability to facilitate compliance with dam safety laws and regulations, including monitoring, audits, and certification processes.
  • Analytical skills to assess hydro safety incidents, conduct root cause analyses, and propose actionable mitigation plans.
  • Proficiency in Microsoft office skill and SAP.
  • Proficiency in English (writing, speaking, and reading).
