PARTICIPATORY APPROACH
A high level of public consultations
and disclosure has been a priority for the Government and
the Sponsors to ensure that all affected people are fully
informed of the Project and that the views of the affected
population on the consequences of the Project are taken into
consideration. Where relevant, the design of the Project has
been amended to reflect any concerns, such as those related
to the choice of location for the resettlement area.
In addition, extensive socio-economic surveys have been performed
and are continuing on the population of both the Nakai Plateau
and the downstream Gnoumalat and Xe Bang Fai areas.
New
Round of Public Consultations and Disclosure
With the completion of a new set of advanced draft safeguards
documents in April 2004, which include more detail information
on certain Project impacts and principles for compensation,
a new round of consultations has been initiated throughout
the various Project areas. The aim is to disclose the plans
to date and to make sure that the villagers fully understand,
now that the design of the Project has been completed, the
impact that the Project will have on their livelihood. It
is particularly true for the villagers living along the Xe
Bang Fai River, who are now being required to participate
more actively to the Project’s preparatory work, and
to be fully involved in the implementation process of mitigation
measures in their area.
Public Meetings
Overall, more than 200 local, national, and international
consultations and workshops about the Project and Project
related issues have been conducted since 1997.
